Director Disqualification

The Association recorded William Mills as elected to the Board by acclamation in 2025. In 2026, it disqualified him from the ballot. The dispute is whether the stated basis and procedure matched the adopted Election Rules and applicable requirements.

The Election Rules use criminal-history language tied to a felony and the Association's fidelity-bond coverage.

2026 Communications

The disqualification communications referred to Mills's misdemeanor and an asserted D&O insurance consequence.

Record status: the posted renewal materials identify Philadelphia as the D&O carrier and Hartford separately as the fidelity carrier. The public record posted here does not identify a written Hartford fidelity determination establishing the asserted consequence. The Association may contend additional evidence exists.

Elected by acclamation

Association minutes record William Mills and Stephen Taub as elected to the Board by acclamation.

Sept. 1, 2026

Proposed disqualification

Board President Mark Reynders communicates that the Association intends to disqualify Mills based on his prior misdemeanor and an asserted D&O insurance consequence.

Sept. 6, 2026

IDR ends without agreement

Mills memorializes that no agreement or final determination was reached and requests full-Board review.

Sept. 10–11, 2026

Board vote and written notice

The Board votes in executive session on September 10. Management sends written notice on September 11 that Mills is disqualified and will not appear on the ballot.

Sept. 14, 2026

Official ballot packet

The election packet lists two seats and the candidates included on the ballot.
