Another roofer was presented. Owners still did not get the project price, detailed scope, or a building-by-building answer showing which roofs need replacement now and which can wait. Yet the Board still wants nearly $2 million — including roughly $400,000 in added contingency.

What the record shows

The Association’s written September assessment communication says it has a roofing-company quote for the remaining roof replacements totaling close to $1.6 million. The same communication explains that the Board selected a fixed $2 million assessment to allow room for cost growth and unexpected contingency costs, and specifically discusses the roughly $400,000 difference.

At the September 29 meeting, the roofing contractor presentation described roofing conditions, process and protocols. No project price or complete building-by-building scope was presented to owners. The contractor also explained that the amount of damaged plywood cannot be known until roof areas are opened.

The question: If uncertainty is being used to justify hundreds of thousands of dollars in contingency, what assumptions, roof-by-roof prioritization, historical plywood experience, and pricing support that amount?
