$2 Million Assessment. $1.4 Million Roof Contract. Explain the $600,000 Gap.
Dear Homeowners,
California Civil Code § 5600(b) states:
“An association shall not impose or collect an assessment or fee that exceeds the amount necessary to defray the costs for which it is levied.”
The approved roofing assessment is approximately $2 million, while the board reportedly approved a roofing contract for approximately $1.4 million. What specific costs justify the approximately $600,000 difference?
Please attend the board meeting on Wednesday, October 21, 2026, at 7:00 p.m. I encourage each homeowner to read this provision during homeowner comments and ask:
Will the board comply with this clear California law, explain the additional costs, and reduce the assessment if the full amount is unnecessary?
“Our lawyers said we could” does not explain what the additional $600,000 will pay for. Homeowners deserve a clear explanation and an itemized accounting.
