The inspector's October 6, 2026 report states that 98 members were entitled to vote, quorum was achieved, 76 ballots were accepted, and the $1,999,999.60 special assessment was approved with 41 votes in favor and 35 opposed. One additional unsigned ballot return envelope was declared invalid. The inspector identifies herself as Lisa Schwartz.

The Board's ballot package disclosed that assessment proceeds not used for the roof project would be used to replenish reserves. That disclosure is relevant; so are the exact terms of the loan, contingencies, contractor change orders, and project management costs. The difference is a question requiring documentation, not proof of misuse.
What the community needs in writing
- Approved roofing contract and any amendments, alternatives or change-order provisions.
- Detailed project budget separating roof work, financing, contingency, professional fees, and reserve funding.
- Loan commitment, interest rate, term, draw mechanism, and actual repayment schedule.
- Accounting showing how fixed unit assessments interact with a variable invoice-backed line of credit.
- Approved October 7 minutes and financial resolutions, when available.
October 29 ADR
William Mills reports a confirmed October 29 mediation and intends to raise the assessment and funding questions. These issues have already been identified in the pending ADR dispute. Mediation is not a court decision, and a scheduled session does not suspend an approved assessment.
